Hazard Identification and Risk Assessment (HIRA) is a procedure in safety that includes hazard analysis, probability and consequence assessment, risk classification based on existing controls, and suggestions to decrease those risks.
A HIRA is beneficial to the emergency management profession for reasons:
It assist incident managers in preparing for the worst-case scenario and the most likely dangers. - Allows exercises, training programmes, and strategies to be created based on the most likely cause.
- Determine the existing protections in place to mitigate the risks posed by the hazards.
- Prepare a Risk Management plan to help in the continuous monitoring of these risks, the detection of any changes, and the effectiveness of the measures.

- A response to an emergency.
